probably knows more about these issues than many of us combined. he will be joining us. >> the aclu and the drug policy alliance are advocating for federal legislative change. my coalition co-chair will be talking about litigation and state reforms. i am going to focus on the federal and legislative response, some of the history, and details about what i am talking about today. the aclu were some federal disenfranchisement from three angles. we litigate in court, will lobby in federal and state legislatures, and we engage in public education. as we face another important election, there are an estimated 5.3 million americans who will not be able to vote because of the result of criminal convictions. this is despite the fact that the supreme court repeatedly has said that voting is a fundamental right. most with criminal convictions are barred from the polls. 48 out of 50 states have laws that bar citizens with criminal convictions from bidding in some manner. two other states permanently in franchise criminals with felony convictions. there are 5.3 million americans who cannot vote.

of the growing investigation. ktvu's jade hernandez joins us with an update. >> reporter: good morning. we've been out here since 4:00 this morning and we have been showing you how the authority is pushing the crime scene tape back. this crime lab vehicle was just -- has just been pulled into the crime scene within the last hour. this is video which we shot moments after the technicians began working. according to protocol, this shooting involved two concord officers. those officers were not hurt. those have been placed on paid administrative leave. the man officers shot and paramedics rushed to the hospital may have been a suspect wanted on several robbery warrants. they say two officers in a squad car patrolling around 2:30 noticed the man who matched the description. the officers tried to make contact along clayton road. the officers at some point in the chase got out of their squad car and an ralph the man only being described as a male in his 20s. authorities are still investigating whether the man actually opened fire on the officers. the man is at john muir medical center in walnut

. that last bit of rain, just moving offshore from ocean city. and that will pretty much do it for us, as far as earl's rains and winds are concerned for the most part. take a look at the track. it continues to move off to the north and northeast. at 21 miles an hour. it's down to a weak category 1. winds just barely at 80 miles an hour. it continues to move up toward new england. and may have strong wind gusts in portions of eastern maine. but eventually, this storm will be weakening as it heads into the cold waters. we have clouds around our region. but you can see, they're moving quickly. as the storm moves away, it is taking all of the clouds with it. providing us with a beautiful weekend. temperatures will be great all weekend long. tim is in the outback with a look at current advisories. still in effect for the atlantic coastal areas. >> still in effect. but only for a short time. we're still expecting the conditions on the shore that these advisories are going to be lifted. we're looking at a tropical storm warning in effect. it's always put in effect when tropical storm conditions are
